Personally, with the requirements above, Tool 2 has worked flawlessly for me forever. So, if the advanced tool option doesn't work for you - well then just don't use it. Sadly, I can't explain why it doesn't work for all users but it could be due to pirated games or the reasons cited above. Tool 1 will work with Steam, Epic, and RSG.

This tool was temporarily removed as some users were confused as to how to use it properly. It has been simplified and instead of one tool it is broken into two options, two tools, and much clearer instructions (hopefully) regarding where to place the files (videos included in archive).

These are the only dclist tools that are customizable (open source) if you want to choose the location for your dlc (other than dlcpacks) and most importantly if you want to organize your dlc for a clean professional setup.

Imagine you downloaded 150 new vehicles from this site and extracted them all in one operation with 7-Zip. Now you want to install them all. But wait, some are nested deep in folder after folder. What you want is the folder that has the dlc.rpf package so you can create a valid entry in the dlclist.xml format to append to your existing list.
Is there an easier way? Yes. Read below.
Why is this different from all the others?
1. Open Source. No more exe's and other hidden code tools. You can read the code and modify it to your specific needs. It's simple text - if you want to edit it and know what you're doing (not rocket science).
2. Accurate. Unlike some of the others, it actually searches for dlc.rpf and only creates an item entry if found
3. Recursive. Unlike most of the others, it considers both folders and subfolders, once more looking for confirmation that they contain addons.
4. Ease of use By far the simplest tools imaginable (see installation and usage)
5. OptionsThere are two tools:
----5.1 Standard dlcpacks: this is for 99% of users. It uses the default dlcpacks folder.
----5.2 Expert advanced tool: this is for experts/more advanced users who prefer to choose the location of their dlc and also want to organize their dlc in subfolders - unlimited number of subfolders.
6. No OIV Installer Yes, that's a good thing. OIV installers replace items without backing them up first and can't be uninstalled reliably.
Tool 1 - dlcpacks.bat: This is the standard GTA V location in dlcpacks.
The dlcpacks.bat tool and vanilla.xml are placed in: \Mods\update\x64\dlcpacks
Output: <Item>dlcPacks:/mod_folder_name/</Item>
Returns lines for all valid folders.
Tool 2 - Advanced DLC Tool.bat: For Advanced Computer Users/Devs
Advanced DLC Tool.bat and vanilla.xml are placed in a user created folder named DLC folder as a subfolder of Game folder (where GTA5.exe is found).
Code can be edited or use default below. No edits required to add subfolders.
Default location from tool: \DLC\ (in your Steam, Epic, RSC root folder)
Output: <Item>./DLC/Military/f15i/</Item>
Returns lines for all folders and subfolders that are valid
IMPORTANT: Tool 2 reflects my own DLC structure. It works in in all Steam versions from 2372 to current but has not been tested with Epic or RSC versions. It will not work with cracked or pirated games.

Do not listen to any B.S. that dlc can't be relocated, it absolutely can.

Is this the correct path? I'm using the Epic version, and the game doesn't read the DLC in this path.
@JoyLucien Hey Joy. Your xml and path are correct. So for Tool 2 exclusively, this seems to indicate that Epic won't work, RSG we don't know, and Steam does work.
What bothers me as well. I have only been able to identify 2 possible variables, but only one would make sense:
1. The game platform (Steam, Epic, RGL): this shouldn't be an issue, in theory ofc, because of the loading process:
- Everyone uses same version of dinput8.dll (except for some idiots) which hasn't changed since 2015.
2. The addon loader: OpenIV.asi
- Everyone uses same version of openiv.asi which is loaded by dinput8.dll and then loads the addons. Right?
Well maybe the answer is NO! Here is the fun part. There are more than one versions of OpenIV.
Back in what I think was March 2023 the OpenIV site mysteriously was no longer available. At that time I was doing some testing to help others and found the rare offline version of OpenIV. My testing concluded it was not the same as the online version. Many newer users are definitely using this offline version because the online version was no longer available except on sketchy sites.
Can you confirm which version of OpenIV you're using, and also if you have any other insights as to why this might work on Steam and not on Epic, please comment. This is indeed a mystery. I need to examine my game more closely also to see if it is a patch that broke the game - one that I might not be loading.
@JoyLucien I had a noob troll posting false information that it was impossible to load DLC outside of the update folder.
Well here's proof from this video, done about 3 years ago, that clearly shows i was using the DLC folder in the root. Again this is with Steam, and only applies to Tool 2, and works for all versions tested since 2372.
Although it is possible that I have a time machine and went back in time as part of monumental hoax?

The openiv.asi included in the OpenIVSetup 4.1047 (Build 1502 2022-01-21) installer. I asked someone to try it with the Steam version, and it still had no effect.You should be using some other loader similar to OpenIV.
@JohnFromGWN Hi there friend. It's your favorite troll. So this is your third upload of the same batch file? Hmmmm, anyways.... Maybe try pasting your openiv.log for proof it works since multiple people are saying it doesn't. Your log will show exactly where your loading the mods.
@JoyLucien Thanks for the help. This is a mystery. The timestamp on my OpenIV.asi is 12/27/2020.
The version of OpenIV.exe is 4.1.0.1502 and product version4.1.0.0.
Any chance you could ask your friend to share the log contents for at least one failed item?
That might give us the reason why it is failing on Steam and perhaps it is NOT related to OpenIV but something in my specific Steam setup. A sample in my log looks like this:

@JoyLucien If isn't Steam and it isn't OpenIV, then all i can think of are 2 possibilities:
1. I have something installed which allows this my game to relocate DLC (extremely unlikely)
2. I have not installed something (asi?) that is blocking this functionality for other users (possible).
I also changed my config of OpenIV including the xml config files and there is nothing i found regarding this issue.
